We oppose the reopening of Klingle Road. The $2 million proposed in Mayor Fenty's budget for this project should go to serving essential needs of the community. Lets proceed with planning for a DC Congestion Charge, with revenues going to lowering the cost of using mass transit in DC.

The Mayor's budget is woefully inadequate to meet the challenges of reducing poverty in our community, especially in a recession, which combined with rising fuel and food prices is a depression for low income folk and indeed much of the working class majority of DC. We must raise more revenue by hiking the DC tax rate of the top 5% income bracket of DC residents. The TANF benefit should be increased above the federal poverty level, and the minimum wage should be raised to a living wage.

Our elected District government can have a major impact towards sharply reducing poverty in our nation’s capital, even within the constraints of our neocolonial Home Rule Act. Simply said, we now have a DC tax structure which favors the very wealthy at the expense of everyone else, especially the bottom 60% of our families who earn less than $53,000 a year. The Council can act to make this regressive tax structure progressive, and much better able to generate the necessary revenue to meet essential needs.

Use and Disposition of Public Property

The DC Statehood Green Party enthusiastically supports passage of the DC Clean Cars Act of 2007 that would implement a California tailpipe emission standards for all new cars registered in the District. This legislation is long overdue. However, once implemented it would apply to cars sold in the District starting in 2011. We need to take action to substantially reduce air pollution and carbon emissions much sooner. These measures include starting planning now for a DC Congestion Charge, enforcement and improvement of idling laws, and implementation of a parking surtax with revenues designated to DC's mass transit as well as a hybrid and then fully electric conversion program for our taxi fleet, and finally encouraging bicycle use by expanding bike lanes and starting a bike-share plan.
