DCSGP Testimony

The following is a list of our testimony in chronological order.

COMMITTEE ON PUBLIC WORKS AND THE ENVIRONMENT
Testimony given on: Friday, April 18, 2008
We oppose the reopening of Klingle Road. The $2 million proposed in Mayor Fenty's budget for this project should go to serving essential needs of the community. Lets proceed with planning for a DC Congestion Charge, with revenues going to lowering the cost of using mass transit in DC.

COMMITTEE ON HUMAN SERVICES, Mayor's proposed DHS Budget
Testimony given on: Thursday, April 17, 2008
The Mayor's budget is woefully inadequate to meet the challenges of reducing poverty in our community, especially in a recession, which combined with rising fuel and food prices is a depression for low income folk and indeed much of the working class majority of DC. We must raise more revenue by hiking the DC tax rate of the top 5% income bracket of DC residents. The TANF benefit should be increased above the federal poverty level, and the minimum wage should be raised to a living wage.

COMMITTEE ON FINANCE AND REVENUE, PUBLIC HEARING, WEDNESDAY, APRIL 9, 2008
Testimony given on: Wednesday, April 9, 2008
Our plan: reduce taxes for low income and working class residents, raise them for the top 5% income bracket of District taxpayers who make $200,000 and more a year.

Testimony of the DC Statehood Green Party on "Vending Regulation Act of 2008"
Testimony given on: Thursday, March 13, 2008
On behalf of the DC Statehood Green Party, we stand in solidarity with vendors. This bill would grant dictatorial powers to the Mayor in virtually all aspects of vending regulation.

Public Oversight Roundtable on Poverty Issues, COMMITTEE ON HOUSING AND URBAN AFFAIRS, January 16, 2008
Testimony given on: Wednesday, January 16, 2008
Our elected District government can have a major impact towards sharply reducing poverty in our nation’s capital, even within the constraints of our neocolonial Home Rule Act. Simply said, we now have a DC tax structure which favors the very wealthy at the expense of everyone else, especially the bottom 60% of our families who earn less than $53,000 a year. The Council can act to make this regressive tax structure progressive, and much better able to generate the necessary revenue to meet essential needs.

Testimony regarding the closure of DC Schools
Testimony given on: Monday, January 14, 2008
Chris Otten's testimony before Vincent Gray, Chairman of the DC Council's Committee of the Whole.

Why we should oppose the proposed Metro fare hikes, Public Hearing, Washington Metropolitan Area Transit Authority, November 14, 2007
Testimony given on: Wednesday, November 14, 2007
The DC Statehood Green Party strongly opposes the Metro fare increases proposed by WMATA. These fare increases would be a regressive tax on low and middle income users of Metro, with particular hardship on DC students and their families. Further, raising fares will discourage Metrorail ridership, opposite to what is needed to reduce regional air pollution and its negative health impacts as well as carbon emissions which contribute to global warming.

Use and Disposition of Public Property
Testimony given on: Wednesday, November 7, 2007
There is always a public use for public property. We need a sensible and comprehensive open and transparent process ending case-by-case privatization.

Support for the DC Clean Cars Act of 2007, a DC Congestion Charge and other measures to reduce air pollution and curb carbon emissions. Committee on Public Works and the Environment, DC City Council, September 26, 2007.
Testimony given on: Wednesday, September 26, 2007
The DC Statehood Green Party enthusiastically supports passage of the DC Clean Cars Act of 2007 that would implement a California tailpipe emission standards for all new cars registered in the District. This legislation is long overdue. However, once implemented it would apply to cars sold in the District starting in 2011. We need to take action to substantially reduce air pollution and carbon emissions much sooner. These measures include starting planning now for a DC Congestion Charge, enforcement and improvement of idling laws, and implementation of a parking surtax with revenues designated to DC's mass transit as well as a hybrid and then fully electric conversion program for our taxi fleet, and finally encouraging bicycle use by expanding bike lanes and starting a bike-share plan.

Library Mayoral Candidate Survey - June 2006
Testimony given on: Thursday, June 15, 2006
Libraries can and must play a key role in eliminating illiteracy among DC's adults and providing an educational fun-center for their children. However, so-called City leadership seemingly views things not much like the DC Statehood Green Party.

TESTIMONY BY DEBBY HANRAHAN, D.C. STATEHOOD GREEN PARTY, BEFORE THE D.C. CITY COUNCIL, SEPTEMBER 27, 2002 HEARING ON $323-MILLION BUDGET DEFICIT
Testimony given on: Friday, September 27, 2002
...Millions of dollars that could have gone into city coffers, or stayed in city coffers to be used for other worthier purposes, have instead gone - or will go - to individuals and institutions that can more than afford to pay their own way...

Gail Dixon's Friday, 27 September 2002 Testimony before the Committee of the Whole of the Council of the District of Columbia on This Budget Crisis
Testimony given on: Friday, September 27, 2002
I have been appalled by the bad news about the financial crisis we now face. Now I bring you some more bad news: there is not just a financial crisis, but also a crisis of confidence. Confidence in you all. More and more people are doubting your competence and your ability to manage our money. More and more people distrust your motives and your commitment to the people of this city...

Michele A. Tingling-Clemmons' Testimony, DC Council Budget Hearing, 9/27/02
Testimony given on: Friday, September 27, 2002
...I found a pervasive attitude of disrespect for the well-being of our dear citizenry in the Williams administration, one that dismissed our city's institutional history and disregarded DC government employees and their families. I found a prevailing view that didn't look inward to solving our problems; failed to value rules for managing and accounting for funds; that made appointments based on political favor rather than competence; and a willingness - even eagerness - to compromise local capability to provide needed services by privatizing and contracting out vital services at an inflated cost...
